·        On 8 April, Prosecutor Fatou Bensouda of the International Criminal Court (ICC) issued a statement on the deteriorating situation in Gaza. In it the Prosecutor said that recent violence against civilians in Gaza, given the context, could constitute crimes under the Rome Statute of the ICC as could the use of civilian presence for the purpose of shielding military activities.

Middle East

·        On 12 April, Al Mezan and Adalah, in light of foreseen protests, sent a letter calling on the Israeli military to refrain from firing live ammunition at Palestinian civilians participating in peaceful protests.

·        On 12 April, Medical Aid for Palestinians (MAP) reported continued concern over the wounds sustained by Palestinians during the recent protests in Gaza. The Ministry of Health reported that 35 injuries were life-threatening while 347 may result in temporary or permanent disabilities.

·        On 11 April, Addameer issued a statement to mark Palestinian Prisoners’ Day. Its director Sahar Francis visited female prisoners in HaSharon Prison and reported a lack of teachers and awareness-raising human rights sessions for female minors, following a decision of the Israeli Prisoner Service (IPS). The statement reiterated that education was a fundamental right under International Humanitarian and Human Rights Laws.

·        On 11 April, Adalah issued a statement condemning the imminent demolition of Umm al-Hiran, a Bedouin village in southern Israel.

·        On 8 April, the Palestinian Center for Human Rights (PCHR) organized the panel discussion “Reality of Private Sector Workers’ Rights in the Gaza Strip.” The event was attended by a group of experts representing civil society organizations, the Ministry of Labor, trade unions, professional associations and lawyers.

·        On 7 April, AIDA, a network consisting of more than 70 INGOs operating in the Occupied Palestinian Territory, condemned the unlawful killing of civilians in Gaza the day before, when the latter were holding peaceful demonstrations in proximity of the perimeter fence bordering Israel.

Europe

·        On 9 April, U.K.-based Palestinian Return Centre (PRC) organized a meeting in the Houses of Parliament hosted by Labor MP David Drew to discuss the U.S. administration’s recent funding cuts and impact on UNRWA operations in the region. The meeting also underlined U.K. commitment to support Palestinian refugees and the importance of UNRWA work.

·        In a press release dated 9 April, Ireland-Palestine Solidarity Campaign communicated Dublin City Council to vote in support of Palestinian BDS movement and to discontinue, as a consequence, Hewlett-Packard (HP) contracts and its spin-off DXC Technology. This is due to these companies’ provision and operation of Israel’s “infrastructure” used to maintain its occupation over the Palestinian people.

·        On 9 April, the Norwegian Refugee Council (NRC) issued a statement condemning the killing of Palestinian civilians in Gaza by the Israeli forces and called for accountability.

Asia

·        On 11 April, the Palestine Forum Japan and other 41 civil society organizations from the Asian region signed a letter calling on United Nations Secretary-General António Guterres, UN High Commissioner for Human Rights Zeid Al Hussein, and UN Member States to ensure the publication and update of the database on international businesses operating in the Occupied Palestinian Territory, which was established following Human Rights Council (HRC) Resolution 31/36.

North America

·        From 12 to 14 April, the Watson Institute of International and Public Affairs at Brown University is hosting a conference on “Future Scenarios in Israel-Palestine”. Speakers include high-level experts, scholars and activists.

United Nations

·        On 10 April, UNICEF issued a statement calling for the protection of children in the Gaza Strip. It describes the dire conditions children in Gaza have been living in for many years and how three children were killed and dozens seriously injured in the previous ten days.

The bombing of Damascus is underway.  With no legal authority and in clear violation of international law, the Trump Administration has started its criminal attack on the people of Syria with the largest U.S. Navy task force, including U.S. nuclear aircraft carriers and nuclear submarines, since the attack on Iraq in 2003. Trump and the Pentagon's criminal attack on Syria endangers us all.
 
It is time for all of us to express our strong opposition to the U.S. bombing of Syria and the endless U.S. wars

World Federation of Teachers Unions (FISE) concludes successful Congress in Mexico



México City, México - On March 5 the World Federation of Teachers Unions (FISE) successfully concluded its 18th Congress in México City. Militant teachers and education workers from around the world gathered to strategize how to resist regressive ‘education reform’ proposals that capitalist governments are pushing forward in country after country to corporatize and privatize public education.

FISE is the education sector federation of the World Federation of Trade Unions (WFTU), an international union federation with more than 92 million members worldwide that is based on class struggle unionism, union democracy, internationalism and anti-imperialism. The 18th FISE Congress was hosted by the National Coordinator of Education Workers (CNTE), the militant Mexican teachers’ union that has led bold strikes in defense of public education. Throughout the congress, CNTE leaders from Oaxaca, Chiapas, Michoacan and many other parts of Mexico shared their inspiring experiences of militant mass mobilization and strikes to defend public education.
The second day of the FISE Congress included presentations by union leaders from many countries in the Americas and around the world about the struggle to defend public education in their countries. Presentations were followed by approval of several resolutions. One resolution condemned the U.S. government’s denial of WFTU General Secretary George Mavrikos’ entry into the U.S. to speak at a labor conference in Los Angeles. Other resolutions were passed in support of the statewide teachers’ strike in West Virginia, and in support of the teachers’ struggle in Puerto Rico against the privatization of public education in the aftermath of Hurricane Maria.
After the resolutions, the congress delegates voted to pass a general declaration and action plan, and elected FISE’s new leadership until the next congress. The new FISE leadership body includes union leaders from Lebanon, México, Brazil, Sri Lanka, Senegal, Greece, Tunisia, U.S., Costa Rica, Zimbabwe, Panama, Niger, Basque Country, Chile, Morocco, El Salvador and Cuba.

50-year commemoration of the Chicano East L.A. walkouts

Los Angeles, CA — An event commemorating the 50-year anniversary of the East L.A. Chicano walkouts was held at the Benjamin Franklin Library on March 3, 2018. Organized by adult librarian Patty Alvarado and Centro CSO, dozens attended the historic commemoration. Among those in attendance were Sal Castro’s son Gilbert Castro. Sal Castro was a Chicano public-school teacher who helped organized the walkouts.
On the panel were four Chicanos involved in the first student walkouts: Vicky Castro, Margarita “Mita” Cuaron, John Ortiz and Carlos Montes. The panel addressed repression, spying and intimidation leading up to the walkouts, and in the aftermath. Moderated by Sol Marquez of Centro CSO, the panel caused the audience to at times laugh, cry and gasp.
“After being jailed and away from school for over 12 days, when I returned to my high school at Garfield High some of my teachers said I’d organized the walkouts just so I could smoke dope,” said Mita Cuaron. “But the truth is we had our demands, and we were tired of the racism and the discrimination against us for just being Chicanos. I was only a sophomore at the time and I had never been in trouble with the law. I quickly learned the hard lessons of what it’s like to be Chicano.”
“Many of the pictures you see today of the walkouts and Chicano Movement were actually taken by undercover cops and sheriffs,” said Carlos Montes holding up one such photograph in his hands as he spoke. “The Chicano movement, like the Black liberation movement was heavily surveilled and posed a threat against the U.S. system.”
The walkouts led to many victories, including making Chicano history an elective, the ability to speak Spanish without being punished, less discrimination, and more Chicano teachers and staff at their public schools. However, many in the audience expressed the need to do more to support public education and to continue the fight for Chicano liberation.

GOP’s proposed Medicare voucher program would lead to demise of the system

A request for public comment from the Centers for Medicare and Medicaid Services (CMS) has caught the eye of a group of Democratic Senators, alarmed about its implications for the future of Medicare. 

In February, 15 Senators sent a letter to CMS Administrator Seema Verma expressing concern over a Fall, 2017 Request for Information (RFI) regarding a “new direction” for Medicare’s Innovation Center — and the agency’s subsequent failure to make public the more than 1,000 comments it received.

At the heart of the Senator’s concerns is ambiguous language in the RFI that suggests a shift toward converting Medicare into a voucher program, which would, “fundamentally restructure the guaranteed benefit traditional Medicare provides to older adults and people with disabilities.”  

The Senator’s concerns are well-founded, since Republicans in Congress (most prominently, Speaker Paul Ryan) have long-dreamed of privatizing Medicare by turning it into a voucher system — something that we and other senior organizations adamantly oppose. 

Under the GOP’s voucher system, private plans could tailor their benefits to attract the youngest and healthiest seniors, leaving traditional Medicare with older and sicker beneficiaries. 

Their higher health care costs would lead to higher premiums that seniors would be unable or unwilling to pay, resulting in a death spiral for traditional Medicare.  

This latest action is part of an ideological tilt to the right by CMS under Verma’s leadership — with subversion of traditional Medicare as one of the apparent aims. 

The agency has demonstrated a bias toward private Medicare Advantage plans over traditional Medicare.

In the case of the implicit shift toward privatizing Medicare, the 15 Senators suggest that CMS may be breaking the law. 

“We believe you are violating statutory requirements to safeguard older adults and people with disabilities from paying onerous out-of-pocket costs and going without needed health care,” says their letter to Verma.

Centers for Medicare & Medicaid Services: Innovation Center New Direction

Through this informal Request for Information (RFI) the CMS Innovation Center (Innovation Center) is seeking your feedback on a new direction to promote patient-centered care and test market-driven reforms that empower beneficiaries as consumers, provide price transparency, increase choices and competition to drive quality, reduce costs, and improve outcomes.

    2. Consumer-Directed Care & Market-Based Innovation Models

      CMS believes beneficiaries should be empowered as consumers to drive change in the health system through their choices. Consumer-directed care models could empower Medicare, Medicaid, and CHIP beneficiaries to make choices from among competitors in a market-driven healthcare system. To better inform consumers about the cost and quality implications of different choices, CMS may develop models to facilitate and encourage price and quality transparency, including the compilation, analysis, and release of cost data and quality metrics that inform beneficiaries about their choices. CMS will consider new options for beneficiaries to promote consumerism and transparency. For example, beneficiaries could choose to participate in arrangements that would allow them to keep some of the savings when they choose a lower-cost option, or that incentivize them to achieve better health. Models that we are considering testing include allowing Medicare beneficiaries to contract directly with healthcare providers, having providers propose prices to inform beneficiary choices and transparency, offering bundled payments for full episodes of care with groups of providers bidding on the payment amount, and launching preferred provider networks.

    5. Medicare Advantage (MA) Innovation Models

      CMS wants to work with Medicare Advantage (MA) plans to drive innovation, better quality and outcomes, and lower costs. CMS seeks to provide MA plans the flexibility to innovate and achieve better outcomes. CMS is currently implementing an MA plan model, the Medicare Advantage Value-Based Insurance Design (VBID) model, that provides benefit design flexibility to incentivize beneficiaries to choose high-value services; but this model could be modified to provide more flexibility to MA plans and potentially add additional states. More generally, CMS is interested in more models in the MA plan space and regulatory flexibility as necessary for purposes of testing such models. CMS is potentially interested in a demonstration in Medicare Advantage that incentivizes MA plans to compete for beneficiaries, including those beneficiaries currently in Medicare fee-for-service (FFS), based on quality and cost in a transparent manner. CMS is also interested in what additional flexibilities are needed regarding supplemental benefits that could be included to increase choice, improve care quality, and reduce cost. Additionally, CMS seeks comments on what options might exist beyond FFS and MA for paying for care delivery that incorporate price sensitivity and a consumer driven or directed focus and might be tested as alternatives to FFS and MA.

We are writing to express our continued opposition to the concepts unveiled and the process used in a Request for Information (RFI) regarding "a new direction" for Center for Medicare and Medicaid Innovation (Innovation Center). ...we continue to urge you to provide clarity on the specific model types under consideration.

In the RFI, CMS appeared to seek input on a possible model to restructure Medicare through a premium support or voucher program. We interpreted the RFI to mean that CMS is considering models that would fundamentally restructure the guaranteed benefit traditional Medicare provides to older adults and people with disabilities. Other Members of Congress, select journalists as well as patient and consumer advocates have expressed a similar interpretation and voiced concerns about the Innovation Center's intentions.

While we understand that the RFI does not explicitly mention the terms 'premium support' or 'voucher,' the ambiguity of the proposal allows for a variety of interpretations... Absent further clarification, we do not believe Members of Congress, diverse stakeholders in the health community, and the public were provided a sufficient opportunity to comment on the model concepts outlined in the RFI.

Our concern is compounded by the fact that the proposals under consideration may not allow for Medicare beneficiaries to maintain choice and that beneficiaries may not have the ability to opt out of Innovation Center models.

Additionally, we remain troubled by the Innovation Center's plans to develop and implement the payment model described as "...allowing Medicare beneficiaries to contract directly with healthcare providers." We believe you are violating statutory requirements to safeguard older adults and people with disabilities from paying onerous out-of-pocket costs and going without needed care.

Again, we urge you to publicly post RFI comments instead of obfuscating regular process in order to withhold unfavorable comments from public view or decide against responding to certain comments.

Comment by Don McCanne

Without waiting for Congress to act, the Trump administration is moving forward with policies to shift government health programs to the private sector. The conservatives have long desired to privatize Medicare through premium support (vouchers), and it appears that they have devised a deceptive means of sneaking it in through this Request for Information. We need to watch this process closely, even though it is taking place behind closed doors, lest we find that it is published in the Federal Register and becomes the regulatory law of the land by administrative fiat.

All of West Virginia’s public school teachers are on strike

all students could have the opportunity to eat lunch.
Across the state, public schools serve more than
 180 thousand breakfasts and lunches to students;
 but these kids cannot receive the free meals
 from their public schools during the walkout.

West Virginia’s teachers are the 48th-lowest-paid in the country.

Stop the drive to war

With the appointment of Admiral Harry Harris, Pacific Commander of US forces in the Indo-Pacific, as the new US ambassador to Australia, the Trump administration has in place the main link in its chain of command for overseeing Australia’s role in a planned Asia-Pacific conflict.


The Harris appointment came as PM Malcolm Turnbull last week concluded talks with his Japanese counterpart Shinzo Abe, officially signing off on the deployment of Japanese military forces in Australia’s north, joining the growing US military presence in the top end.
Australia’s intended role is as a platform for land and air attacks and provision of facilities for the planned joint naval offensive, a scenario constantly rehearsed in war games and the development of the inter-operability of the US-Australian militaries. This strategy is integral to the role of the US bases on Australian soil, in particular the Pine Gap spy base.
Preparations are underway for Australia’s part in a predatory, imperialist war fought on behalf of the transnational corporations challenged by Asia’s – in the first place China’s –emergence as an economic powerhouse.
Domestically, the means have been put in place to silence voices of dissent, including the introduction of laws to jail journalists who may be caught up in a net of legislation open to wide interpretation and based on the assumption of guilt for simply doing their job.
The word “treason” now accompanies laws threatening to de-fund advocacy groups critical of government policies or in receipt of monies deemed to be “foreign influence”.
War rhetoric


In terms of propaganda, it is instructive to note some of the contradiction in the war rhetoric coming from the US and its various lap dogs, including the Turnbull government.
The government is now labeling a growing number of things deemed “foreign” to be by definition “suspicious”, first and foremost things Chinese. This, even as last November’s foreign policy white paper noted with almost salivating anticipation that China’s domestic purchasing power alone is set to grow to $21 trillion by 2030.
At the same time the Communist Party of China’s “sinister” influence has supposedly spread to universities around the country. Foreign students are Australia’s third biggest export earner, including almost 132,000 Chinese citizens studying at more than 30 Australian universities.
The white paper also attacked China’s rightful land reclamations in the South China Sea, saying it is in contravention of international law, while hailing the US as “founder and chief defender” of the “rules-based order”, in spite of the US not even having ratified the maritime law it insists China is breaking.
The government of the US is now an open and unambiguous dictatorship of money with, as its crowning achievement, a billionaire property developer. Those elements of the ruling class which support Trump and ensured his enthronement in the Oval Office have set the US on the path of the most reactionary and militaristic elements of monopoly capital toward war and destruction, no less than nuclear conflagration.
A few facts
The US refusal to accept the legitimacy of the government of the Democratic People’s Republic of Korea (DPRK) is part of a long-term policy – that any state in the world that follows an independent course is subject to being overthrown by the US. The DPRK, Vietnam, Cuba, the USSR (and now Russia), Syria, Venezuela, China … have all been targeted by the US politically and militarily.
In terms of the region, the notion that DPRK poses a threat to the US and international security and peace, is false to the point of absurdity.
